Title: Finance Specialist

Exempt/Non-Exempt: Non-Exempt

Reports to: General Manager

Pay Grade: Hourly $22 to $25 DOE

Full/Part-Time Position: Part-Time Position

Hours: 16 hours per week

 

General Position Summary

Working under the general supervision of the General Manager, individuals in this full-time classification:

  • Maintain the District’s accounts receivable and payable system consistent with current municipal accounting principles; process payroll and employment taxes; W-2s and 1099s
  • Maintain the District’s billing database and QuickBooks with accurate information
  • Perform direct customer service and serve as a key representative of the District
  • Compose customer correspondence; assist with the annual budget and audit preparation
  • Maintain office files, authored newsletters, processed bi-monthly billing, and maintained website

 

Qualifications, Experience and Training Requirement for Employment

Mandatory:

Requires high school diploma or equivalent. A post-secondary degree is desired but not required.  Preference will be given to candidates with an Associate Degree in Accounting, Business, or Administration, AND 2 to 3 years of business experience in similar positions or an equivalent combination of training and experience. Preference will be given to those with prior experience in municipal or government agencies. Must have a valid Oregon driver’s license.

Special Requirements:

  • Strong knowledge of generally accepted municipal accounting principles and principles of accounting.
  • Use computer software packages such as Word, Excel, PowerPoint, QuickBooks Desktop, Adobe Acrobat, and the District billing software effectively and accurately.

 

Working Conditions

Environmental Conditions: All work is in an office environment.

Physical Conditions: Essential and secondary functions may require:

  • Being able to walk, sit, or stand in one position, for prolonged periods of time.
  • Maintaining a physical condition needed for light to moderate lifting of 30 pounds.
  • Operating a motorized vehicle.
  • Manipulating and using small items/tools as well as a computer keyboard.
  • Operating, audibly hearing, and properly conversing on District telephones.
  • Reading information on a video display terminal.
