PRIMARY PURPOSE
Responsible for management of Wildland Coordination, Wildland Urban Interface Fuel & Risk Reduction, *Wildfire Preparedness & Prevention Programs ensuring quality assurance and department efficiency. This position maintains all records and assignments of the strategic plan of the Netarts-Oceanside Rural Fire Protection District (NORFPD) Assists Fire Chief and Operations Chief with administration duties and projects as assigned. Completes grant applications for future sustainability that aligns with district goals.
ESSENTIAL FUNCTIONS
- The essential functions of the Wildland Fire Coordinator include, but are not limited to, the following duties and responsibilities that are listed in no particular order of importance or significance:
- Manage Wildland Fire Response locally, regionally and state-wide.
- Create a short- and long-term wildland fire strategic plan for the fire district based on community needs for wildfire risk reduction and sustainability.
- Safely drive and operate all emergency apparatus of the NORFPD for emergency and non-emergency incidents.
- Assist with maintenance and repairs on emergency apparatus, equipment, and buildings.
- Assist with public education programs in the community for fire and life safety issues as a designee of the Fire Chief.
- Coordinate and ensure compliance with annual Safety, NWCG, DPSST, OSFM training.
- Assist with additional training during regular and special training sessions as directed by the Training Officer.
- Coordinates with community groups to promote and improve risk reduction.
- Assist Fire Chief with budget proposals and processes to enable district to be financially stable and fiscally responsible following Oregon Budget Law.
- Coordinate fire district grants assigned by the Fire Chief.
- Manage wildland program to conform with OSFM, NWCG, DPSST & NFPA standards for community development, outreach, risk assessment and fuels reduction.
- Participate in local, regional, state, and federal committees.
- Assist the Fire Chief with preparing and presenting financial, district, IGA, and reporting information upon requests.
- Prepare fire district reports, projects, and information upon request through the proper chain of command.
- Prepare annual reports for the Fire Chief and Board pertaining to NORFPD response, payroll, budget, training working hours.
- Prepare training courses and classes.
- Coordinate resources for readiness of deployment for wildland response locally, regionally, and statewide.
- Plan and implement infectious control measures based on unforeseen threats such as COVID-19
- Discover and write grants to create district efficiency in wildfire response.
SECONDARY FUNCTIONS
- Maintain awareness and knowledge of current wildland fire operations, fuel reduction and mitigation practices, and IT operations for maximum efficiency.
- Manage NORFPD technology applications and update as needed.
- Manage district programs and prepare reports for measurable success.
- Performs other duties as assigned.
JOB SCOPE
The Wildland Fire Coordinator is responsible for the management of the Wildland Fire Program and Wildfire Risk Reduction Program of the district. Responsibilities include training, preparation, response budgets, and coordination or state response of wildland fire resources and personnel. Involves consistent contact with others inside the NORFPD as he or she works independently on daily duties and responsibilities with direction given by the Fire Chief. The Wildland Fire Coordinator also assists in daily maintenance and readiness for all NORFPD emergency equipment.
Performances of functions have significant operational safety impact upon the NORFPD that require the incumbent to use a high degree of professionalism and accuracy in the execution of the essential functions. Requires significant travel inside and moderate travel outside the NORFPD response area, as he or she represents the NORFPD in fire service-related activities. Involves a moderate degree of exposure to hazards and extreme conditions but may require such exposure in the event of major disaster operations or routine involvement in emergency operations at the operations level. Involves occasionally working under a moderate degree of stress and may require working long hours in the performance of essential functions. May be required to travel and stay for long durations on incidents outside the district. Must be able to work independently with full autonomy given the NORFPD polies, protocols and districts best interest prioritized.
JOB SPECIFICATIONS
- Any combination of education, training, or experience that provides the required knowledge, skills, and abilities to perform essential functions. High school graduate with an associate’s degree in related field or documented equivalency required.
- Ten (10) years’ experience in wildland urban interface firefighting.
- Five (5) years’ experience in Wildfire Mitigation and Home Inspection
- NFPA Fire Fighter I, Instructor I and Driver-Operator
- NWCG Task Force/Strike Team Leader (Division/Group Supervisor preferred).
- NFPA or OSFM Wildfire Home Inspection Specialist
- Must possess a current driver’s license valid in the state of Oregon and insurable by the district’s insurance carrier.
- Assist with apparatus, building, and grounds maintenance daily to include but not limited to garbage removal, daily station cleaning of restrooms and floors.
- General knowledge of modern fire-fighting techniques, including emergency medical services and hazardous materials.
- Ability to work with county and state agencies to coordinate wildland response.
- Ability to maintain satisfactory relationships with volunteers, staff and the public.
- Ability to communicate effectively in English, both orally and in writing, as well as the ability to effectively instruct.
- Ability to perform those physical requirements necessary for essential functions including, but not limited to, regular sitting, standing walking, and general mobility; continual talking in person, in group presentations, and over the phone to diverse groups of various sizes and natures; occasional keyboard typing; infrequent crouching, kneeling, crawling, climbing, limb extension, and all other physical activities required in his or her activities in emergency situations.

- Able to drive vehicle for response, training, and coverage.
- Respond to alarms when available outside of normal work hours
